Synopsis: The Contractor shall provide all labor, equipment, and supplies necessary to perform all applicable mowing within the Willamette Valley Project (WVP) as provide in location maps attached to the solicitation. The contract covers approximately 203 acres. There are 29 mowing units spread across 5 reservoirs in the Willamette Valley. Some of the units are adjacent and may be mowed continuously without hauling equipment by road. The contract also includes 4 separate rough mowing options that may be executed, or not, in any or all years and any combination at USACE discretion. All 4 options are located around Fern Ridge Lake, adding up to 39 more units covering approximately 263 acres. Acreage figures and mowing boundary lines are approximate. Physical barriers, existing mow line, and the attached specifications will determine the limit of mowing. Acquisition Strategy: The solicitation will result in a firm fixed price commercial, performance-based service contract. The Government will include options in the solicitation. Set Aside and Codes: This is a Small Business Set Aside acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 561730 – Landscaping Services ($8M). Advertisement Period: The solicitation is scheduled for release on or about 11 May 2021. The tentative date for receipt of quotes is on or about 14 Jun 2021. All contractors are required to be register and maintain an active SAM entity registration in order to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11. In order to eligible for the contract award resulting from this solicitation, Offerors are advised to take immediate action to ensure your SAM entity registration is current and/or will be current at the time of proposal receipt by this contracting office. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award.
