Estimated annual volume is $52,000–$60,000 with no guaranteed minimum, and the BPA itself would carry no base obligation until funded call orders are issued. The current approach is a 100% small business set-aside for a small “hauler”-owned transportation entity, though USACE is still evaluating market feedback and invites small business transportation brokers to submit capability statements too.
