Prosser Hatchery Sole Source Presolicitation Notice
USACE Portland District intends to award a sole-source contract to the Confederated Tribes and Bands of the Yakama Nation for annual fall Chinook acclimation and release at Prosser Hatchery, with no solicitation to be posted. The requirement includes acclimating/releasing up to 1.1 million sub-yearling Upriver Bright fall Chinook from Little White Salmon Hatchery and 210,000 yearling URB fall Chinook from Bonneville Hatchery, plus supplying 600,000 Yakama Nation-sourced URB smolts for release into the Yakima River. Releases are expected May–June at 75–50 fish per pound for sub-yearlings and the 600,000 smolts, and March–April at 20 fish per pound for yearlings. Prosser Hatchery is just downstream of Prosser Dam at river kilometer 75 on the Yakima River, which enters the Columbia near Richland, Washington; Yakama Nation owns/controls the facility and is the only reasonable source/location. The work supports USACE mitigation obligations for The Dalles and John Day Dams, and interested concerns may submit capability statements via email to the contracting POC; NAICS 112511 applies with an SBA size standard of $3.75 million.
