The U.S. Army Corps of Engineers Portland District intends to solicit a firm-fixed-price contract for the seismic upgrade and construction of new facilities at the VA Southern Oregon Rehabilitation Center and Clinics in White City, OR. The project scope includes the design and construction of two new buildings, three connecting corridors, a new parking lot, and associated site work, with an estimated cost between $250,000,000 and $500,000,000. The period of performance is 47 months, and the acquisition will use a two-phase Design-Build selection process, with stipends of up to $400,000 anticipated for Phase 2. Offerors must be registered in SAM.gov and will require a Cybersecurity Maturity Model Certification (CMMC) Level 2. The government plans to host Industry Days and will post the official solicitation around the end of March 2026.
