The U.S. Army Corps of Engineers, Portland District, Bonneville Lock and Dam seeks a contractor to supply and install blade seals for Powerhouse II Main Unit 16 Kaplan turbines, with an optional second set for Unit 17. The contractor must design and fabricate one-piece solid seals for five-bladed vertical-axis Kaplan runners, with redundant sealing edges, no split, field-molded solid construction, and no gluing, cold bonding, or hot bonding using additional material. Approximate nominal seal dimensions are 45.252-inch OD and 43.993-inch ID, but final seal and housing dimensions will be verified before delivery and installation; the seal outer surface contacts cast steel and the housing inner surface is stainless steel. The contractor will furnish all supervision, labor, equipment, and materials except government-provided items and perform installation at Bonneville Lock and Dam, including trash and litter disposal in on-site dumpsters. Contract award is anticipated on or about September 30, 2026, with expedited fabrication, delivery, and installation requested at the earliest practicable opportunity after award, and performance obligations begin upon contract award.
