RFO FAR 12.201-1(2). This is a pre-solicitation notice, IAW RFO FAR 5.1. Synopsis: This is a special notice prepared in accordance with the Radical FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 “Pre-solicitation Notice.” The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this action as 100% Woman Owned Small Business (WOSB), firm-fixed-price supply contract directly to suppliers to procure custom built guardrail assays, per provided drawings/specifications. The statutory authority for this 100% WOSB set aside solicitation directly to suppliers is the RFO FAR 19.107-2, (a) (1) and RFO FAR 12.201-1(2). A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this 100% WOSB set aside direct solicitation to suppliers. The NAICS code is 332999 – All Other Miscellaneous Fabricated Metal Product Manufacturing. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required supplies meeting the government’s need. If no affirmative written responses are received by 11:00 AM PST on 13 February 2026, the solicitation will be made directly to suppliers. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 12.201-1(2).
