John Day Dam Powerhouse HVAC Upgrades

The U.S. Army Corps of Engineers requires HVAC system upgrades at the John Day Dam Powerhouse, located approximately 109 miles east of Portland, Oregon. The work is extensive, involving the complete replacement of primary chillers, installation of new systems integrated with digital controls and fire protection, and must be performed within an active powerhouse with significant operational and safety constraints. The estimated construction cost is between $25 million and $100 million, with physical construction anticipated to take 1,004 calendar days after the Notice to Proceed. A critical requirement is that the prime contractor and all applicable subcontractors must possess the required Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) status to handle Controlled Unclassified Information (CUI) prior to award. This will be a firm-fixed-price contract awarded under full and open competition.
