The contractor provides the timeline. Will we receive a finalized start/classroom dates before contract award to reserve instructor availability? The instructors are the contractor so they would provide the timeline. The NWP program manager (the District Training and Organizational Development Specialist) will then post the dates on NWP’s calendars. Are classroom venue logistics—including securing space in Portland—handled by the government or expected to be arranged by the contractor? Arranged by the contractor, collaborating with the NWP program manager. Are coaching sessions expected to occur separately from the same days as classroom instruction to reduce participant time away from work? Or can this be done on an individual 1:1 scheduling options? Coaching sessions are scheduled by the contractor in whatever schedule they find most effective. However, if it is on the same day it should not interfere with the student’s class time/attendance. Does the government have a preferred leadership assessment instrument (e.g., MBTI, LSI, StrengthsFinder)? No preferred – it’s up to the contractor. What expectations are in place for coaching documentation, session notes, or confidentiality protocols? We don’t prescribe these – it’s up to the contractor to propose. There should be no assumption that USACE gets notes back from coaching sessions. This is for the cohort members. Will USACE manage the mentor/mentee matching process, or is *contractor* expected to do this? The NWP facilitators pair mentors with mentees. Is the Capstone intended to be a formal evaluation event or an opportunity for participants to showcase applied learning to leadership? What are the expectations? Will *contractor* faculty be expected to evaluate or grade Capstone presentations, or is the presentation for feedback only? Are any elements of the DC trip already managed by USACE (e.g., agency speakers, meetings), or is *contractor* expected to coordinate everything except Friday? The contractor coordinates all events except the cohort meetings on Friday during the business day at USACE HQ. The meetings during this day will be coordinated by NWP co-facilitators for USACE cohort members. What is the budget ceiling or per diem guidance for meals and transportation while in DC? Yes, it includes other invited guests (leadership). The contractor provides the individual capstone completion plaques. NWP provides AV support. The cohort is responsible for the agenda scripting for the day as part of their capstone planning requirement. There are conflicting requirements regarding the Fall Foresight - one section of the Performance Work Statement indicates that it must take place at Camp Rilea in Warrenton, and another requires that it take place within 50 miles of Portland. Camp Rilea is more than 50 miles from Portland, so which is correct or preferred? This requirement is now the Fall Foresight should be within and no further than100 miles of Portland, OR. The anticipated Firm Fixed Price service contract will include one base year and two optional years.
