THIS IS A SOURCES SOUGHT AND IS FOR INFORMATIONAL/MARKET RESEARCH PURPOSES ONLY. This is not a request for proposal, quotation or bid, nor a synopsis of a proposed contract action under FAR Subpart 5.2. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond. The North American Industrial Classification Code (NAICS) for this requirement is: 541330 “Engineering Services”. The related size standard is: $25M. 2. Project Background. The U.S. Army Corps of Engineers (USACE) Portland District (NWP) and Seattle District (NWS) has the great privilege of working with the Department of Veterans Affairs (VA) to build medical facilities that serve our Veterans throughout the state of Oregon and Washington. Typical projects encompass the design and construction of the following: Service Buildings, Outpatient Facilities, Inpatient Hospital’s, seismic retrofits, utility improvements, parking structures, parking lots, asbestos and Hazardous material remediation, facility studies, and supporting work. Architectural Engineering (A-E) Construction Management Services (CMS) will play a vital role in supporting delivery of vital facilities to support the Veterans of Oregon and Washington. 3. Project Scope. USACE Portland District (NWP) and Seattle District (NWS) is seeking a Contractor that can provide A-E CMS in the following disciplines and skills: Project Engineer, Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Environmental Engineer, Geologist, Fire Protection Engineer, Contract Surveillance, Cost Estimator, Engineering Technician, Engineering Technician (Materials), and Administrative. Work may be performed on VA mega construction, VA general construction, or VA services and supply contracts to monitor contractor progress and document compliance with the plans, specifications, and ancillary documents. The work to be performed will support NWP and NWS USACE VA Construction Branch missions, primarily within the boundaries of the NWP and NWS. A-E CMS will be awarded through task-order-specific performance work statements (PWS), solicited on an as-needed basis. Preliminary planning is currently being performed to collect requisite information and better identify the requirements and details of these projects. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government (Gov’t) reserves the right to update this information as project planning documentation is published and updated. The below is the most current information. It will be superseded upon publication of the preliminary planning information which will be provided by the Gov’t in the subsequent synopsis and request for SF 330s: a. Anticipated A-E SATOC Capacity: $25,000,000 b. Anticipated A-E SATOC Schedule: Award is intended for an ordering period of five (5) years. c. Anticipated Construction Strategy: There may be a variety of delivery methods employed for each facility involved in the VA projects (Ex. Design-Build, Design-Bid-Build, etc.). The Anticipated A-E SATOC capacity includes construction management services for Construction contracts being created and executed. However, the full capacity may not be required to complete the project. The expected method to determine the best value to the government is acquisition of A-E services in accordance with the Architect and Engineering Selection Statute (formerly the Brooks Act) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications outlined in Federal Acquisition Regulation (FAR) 36.602-1 and DFAR 236.602-1 for the required work. The official synopsis for a proposed contract action will be posted on SAM.gov and will provide information on what is to be submitted. e. Project Details: A-E CMS varies in nature and duration. Project requirements, weather, and local site conditions could necessitate changes to the projected schedule for performance by days or months. The physical location of projects varies and may include all projects assigned to the NWP Veterans Affairs Support (VAS) Program and the NWS Veterans Affairs Program. f. Interested parties’ responses to this Sources Sought shall be limited to five (5) pages and shall include the following information: a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and UEI number. b. Firm's business category and size: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). c. Provide a brief explanation of the prime firm’s capabilities and functions to be self-performed as it pertains to the proposed work outlined in the Project Scope. d. Project Examples: Provide a maximum of two (2) A-E project examples, similar in size, scope and complexity to the work described in paragraph 3 of this notice, with a brief project description, customer name, timeliness of performance, contract number, customer satisfaction, and the final project dollar value. OR To the extent a firm does not have the ability to perform the entire scope of the Project as outlined in the Project Scope, include up to two (2) relevant A-E project examples demonstrating those portions of the requirement in which your firm is capable of fulfilling. Include a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction, and the final project dollar value. The Government may verify information in CPARS or PPIRS. 5. Disclaimer and Important Notes. a. This notice does not obligate the Gov’t to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Gov’t reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Gov’t to determine the organization's capabilities to perform the work. Respondents are advised that the Gov’t is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a formal synopsis, requesting SF 330s may be published on Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a formal synopsis. b. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the source selection process to be eligible for award of a Gov’t contract. 6. Organizational Conflict of Interest: In accordance with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest (OCI), the Contracting Officer has determined that a significant potential for an OCI exists for the awardee resulting from the future synopsis posted in relation to this sources sought and the VA construction contracts managed by NWP and NWS that this contract will support. Contained within these construction contracts are requirements for the designer of record and/or construction contractor to perform work and submit deliverables to the Government. The contractor awarded this CMS A-E SATOC will be required to review and validate work performed under construction contracts which presents an impaired objectivity organizational conflict of interest for all VA construction contracts with NWP and NWS. IAW 36.209 Construction contracts with architect-engineer firms: No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.
