NOTICE OF INTENT TO SINGLE SOURCE Solicitation Number: W9127N24Q10CJ Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 6110, Electrical Control Equipment NAICS Code: 335314, Relay and Industrial Control Manufacturing Notice Type: Notice of Intent to Award a Single Source Contract Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.” The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price supply contract to North Coast Electric Company, 625 N Thompson St, Portland, Oregon 97227-1820. The purpose of this acquisition is to purchase Allen Bradley Control Logix, Variable Frequency Drive (VFD) and associated components for Detroit Dam. The use of Allen Bradley components ensures consistency of programmable logic control (PLC) parts, network interface with Generic Data Acquisition and Control Systems (GDACS) software, cyber security compliance, reduction in spare parts for PLCs and standardization in parts that are already installed throughout the South Willamette Valley. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) – Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 335314, Relay and Industrial Control Manufacturing. The size standard as defined by the U.S. Small Business Administration is 750 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required components meeting the government’s need. If no affirmative written responses are received by 2:00 PM Pacific Time on 10 June 2024, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
