Casting Coupon Testing Blanket Purchase Agreement This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W9127N24Q0013 is for the establishment of a single Blanket Purchase agreement for QA Casting Coupon Testing services. The Contractor shall receive samples, machine appropriate specimen shapes, test samples, and submit reports of the test results for each Call issued by USACE, HDC. The samples will be provided by USACE, HDC to the Contractor. The needed Sample Testing will vary based on the material and component the sample is representative of from or for hydropower facilities across the Nation. The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. This solicitation is advertised as unrestricted under NAICS Code 541380, Testing Laboratories with a Small Business Size Standard of $19,000,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award. The Government requests pricing for testing and sampling located in Attachment A1 - Schedule of Tests and Sampling by CLIN, in accordance with Attachment A - Sample Testing PWS. Period of Performance: The period of performance is five years from date of agreement award date. All Quotes must be valid for 90 from the closing date for this solicitation. No exceptions or qualifications. Submissions: Quotes are due no later than, 05 February 2024, at 2:00 PM PST. Offerors are responsible for verifying receipt of their quotes to this office before the offer due date and time. Facsimile (Fax) responses are not accepted. Confirmation that they will accept Government Purchase Card (GPC) for over the phone payment. Acknowledgment of Solicitation Amendments Statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration. 52.212-2 EVALUATION – Commercial Products and Commercial Services (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon conformance with the Performance Work Statement Para 4.1 Laboratory. This factor will be Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation. Technical Acceptability is approximately equal to price. The Government reserves the right to award without discussions if determined necessary by the Procurement Contracting Officer. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
