The U.S. Army Corps of Engineers Portland District has a requirement for a Single Award Task Order Contract (SATOC) for Hydraulic and Hydrologic Engineering Services. This Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed-price contract will be procured in accordance with the Architect and Engineering Selection Statute (formerly the Brooks Act) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications outlined in Federal Acquisition Regulation (FAR) 36.602-1 and DFARS 236.602-1 for the required work. Typical services under this contract include Hydraulic and Hydrologic Engineering services for the evaluation, analysis, and design of water resources civil works projects including dams, levees, jetties, bank protection, rivers, estuaries and other facilities. The A-E may be required to render services at the office(s) of various other team members, on-site at the offices of various U.S. Army Corps of Engineers (USACE) activities, or on-site at various project sites or installations, or anywhere within the Northwestern Division’s geographic area of operations. Engineering services not otherwise specified shall be provided in accordance with ER 1110-2-1150 and other guidance. The Key Personnel are tentatively required in the following disciplines: Project Manager(s), Hydraulic Engineer(s), Hydrologist/Hydrologic Engineer(s), Coastal Engineer(s), CADD Technician(s), Land Surveyor(s) (PLS), GIS Analyst(s), Biologist(s), Toxicologist(s), and Geomorphologist(s). The estimated synopsis/solicitation date is 9 June 2023 with qualifications due approximately 30 days after advertising. This requirement will be 100% set aside for small business. The NAICS code for this procurement is 541330. The small business size standard is $25.5 million.
