The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for The Dalles Lock and Dam Fish Accords Lamprey project near The Dalles, Oregon. The requirement is for lamprey passage improvements at the Dalles Lock and Dam, on the Washington side of the dam in Klickitat County. Work includes but is not limited to the following: Fabrication and installation of guide slot plate covers and weir lifting beam modifications. Fabrication and installation of the lamprey passage system and supports. Fabrication and installation of the lamprey passage system water supply piping and supports. Installation of concrete pad and bollards for the lamprey collection box. All construction must be completed during an in-water work window from December 11, 2023, to February 23, 2024. The solicitation will be a request for proposal (RFP). Best value tradeoff source selection procedures will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single firm-fixed-price contract. The estimated magnitude of construction is between $1,000,000 and $5,000,000. This procurement is set-aside 100% for small business concerns. The North American Industry Classification System (NAICS) code for this action is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $45M. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive best value tradeoff acquisition for the award of one firm-fixed-price contract is intended to be issued via Contract Opportunities at SAM.gov. The tentative solicitation issuance date is early April 2023. The solicitation will not be issued less than 15 days from the date of this notice. The specifications and drawings will be included with the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Proposals will be due not less than 30 days from the date the solicitation is issued. The definitive proposal due date and time will be stated in the solicitation and any associated amendments that may be issued. This project will improve lamprey passage and collection facilities at the Dalles Lock and Dam, in Klickitat County, Washington. Summary of Work: Furnish and install an aluminum lamprey flume system and trap box at the Dalles East Fish Ladder junction pool. Furnish and install a water supply piping system from an auxiliary penstock inside the dam to the trap box on the tailrace deck. Furnish and install steel slot fillers and weir arm slot cover plates at all four fishway entrances. Furnish and install vehicle bollards around the trap box. The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $39.5M. The Product and Service Code (PSC) for this work is Z2KA, Repair or Alteration of Dams. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Our intent is to issue a competitive solicitation for the award of one firm-fixed-price contract. Contract duration is estimated to be approximately 1 year from notice to proceed (NTP). The current estimated schedule anticipates contract award in Spring of 2023, fabrication during Spring and Summer and construction during the de-watering period from Fall of 2023 to Winter of 2024. The purpose of this Sources Sought is to determine interest, capabilities, and qualifications of industry, including Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) firms, Women-Owned Small Business (WOSB) concerns, Economically Disadvantaged Women-Owned Small Business (EDWOSB) firms and/or Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Responses to this Source Sought will be used by the Government to make, if appropriate, a small business set-aside determination and other key acquisition strategy decisions.
