The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the Bonneville Fish Accords Lamprey Project near Cascade Locks, OR. The requirement is for lamprey passage improvements on Bradford Island, at Bonneville Lock and Dam near Cascade Locks, Oregon (Multnomah County). Work includes but is not limited to the following: Fabrication and installation of new steel variable width entrance weir. Counterweight slot modification. Fabrication and installation of new custom submerged steel bollard plates. Fabrication and installation of a new metal trash rack and hoist. Installation of a new gravity fed water supply. Fabrication and delivery of aluminum flume and collection tank. Demolition in the fingerling passage. Installation of new fingerling passage concrete weir. All construction must be completed during an in-water work window from December 11, 2023, to February 23, 2024. The solicitation will be a request for proposal (RFP). Best value tradeoff source selection procedures will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single firm-fixed-price contract. The estimated magnitude of construction is between $1,000,000 and $5,000,000. This procurement is set-aside 100% for small business concerns. The North American Industry Classification System (NAICS) code for this action is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $45M. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive best value tradeoff acquisition for the award of one firm-fixed-price contract is intended to be issued via Contract Opportunities at SAM.gov. The tentative solicitation issuance date is the end of March 2023. The solicitation will not be issued less than 15 days from the date of this notice. The specifications and drawings will be included with the solicitation once issued. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside and other key acquisition strategy decisions. Project Description. The U.S. Army Corps of Engineers, Portland District, has a requirement to improve lamprey passage and collection facilities at the Bradford Island fish ladder in accordance with the details provided below. Furnish and install a new variable width weir at the entrance to the B-Branch of the Bradford Island fish ladder. Furnish and install steel bollards on the floor of the B-Branch ladder entrance to guide lamprey to a new flume system. Furnish and deliver an aluminum lamprey flume system and collection tank. Furnish and install handrails for safe access to the lamprey flume. Furnish and install a water piping system to provide forebay water to the new lamprey collection tank. Includes a new concrete bulkhead in an existing channel and a new trash rack with lifting machinery. The scope of this project consists of the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the work in strict accordance with the detailed requirements of this contract. Contract duration is estimated to be approximately 1 year from notice to proceed (NTP).
