COMBINED SYNOPSIS/SOLICITATION W9127N23Q0077-0001 Tainter Valve New-Build and Refurbishment for Navigation Lock (NAVLOCK) at the John Day Lock and Dam U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 30 August 2023 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9127N23Q0077 for the purchase of services for the design, fabrication, shop assembly and delivery of one (1) tainter valve hydraulic cylinder and refurbishment of four (4) existing tainter valve hydraulic cylinders at The John Day Lock and Dam, is hereby issued as a Request for Quote (RFQ). Please see the attached Performance Work Statement and attached drawings, blueprints and salient characteristics for a full list of specifications, quantities and services required. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-04. This solicitation is advertised as a total small business set-aside under NAICS Code 333995 - Fluid Power Cylinder and Actuator Manufacturing, with a size standard of 800 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The government requests quotes for the contract line items outlined in the attached combined solicitation/synopsis document. Please reference ALL attachments before submitting a complete and signed proposal. Delivery Information: Required delivery of CLIN 0001 is 180 days after award date of contract. Required period of performance for CLINs 0002-0005 is 12 mos. from date of award of contract. Delivery/pickup shall be to the following location: USACE PORTLAND DISTRICT, I-84 EXIT 109, THE JOHN DAY LOCK AND DAM, RUFUS OR 97050 FOB destination must be included in the offered price. Firm Fixed Price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ. Amendment 0001 is posted 8/25/2023 to incorporate question(s) from interested vendors and to include a new attachment of photographs of the existing equipment to be refurbished. All other terms and conditions remain unchanged. The closing date of the announcement is NOT extended from its original date of 9/8/2023 at 2:00PM Pacific time. Amendment 0002 is posted 08/30/2023 to extend the due date for offers by one week (7 days) to 09/15/2023 at 2:00PM PDT.
