COMBINED SYNOPSIS/SOLICITATION - W9127N23Q0076 **Industry questions and responses have been added to the Attachments Section.** Casting Coupon Testing Blanket Purchase Agreement This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W9127N23Q0076 is for the establishment of multiple Blanket Purchase agreement for QA Casting Coupon Testing services. The Contractor shall receive samples, machine appropriate specimen shapes, test samples, and submit reports of the test results for each Call issued by USACE, HDC. The samples will be provided by USACE, HDC to the Contractor. The needed Sample Testing will vary based on the material and component the sample is representative of from or for hydropower facilities across the Nation. The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. This solicitation is advertised as unrestricted under NAICS Code 541380, Testing Laboratories with a Small Business Size Standard of $19,000,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award. The Government requests pricing for testing and sampling located in Attachment A1 - Schedule of Tests and Sampling by CLIN, in accordance with Attachment A - Sample Testing PWS. Period of Performance: The period of performance is five years from date of agreement award date. All Quotes must be valid for 90 from the closing date for this solicitation. No exceptions or qualifications. Submissions: Quotes are due no later than, 29 August 2023, at 2:00 PM PST. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration. 52.212-2 EVALUATION – Commercial Products and Commercial Services (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon conformance with the Performance Work Statement Para 4.1 Laboratory. This factor will be Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation. Technical Acceptability is approximately equal to price. The Government reserves the right to award without discussions if determined necessary by the Procurement Contracting Officer. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. General This is a Sources Sought posted by the United States Army Corps of Engineers (USACE), Contracting, Portland District, Supply & Services Branch (CECT-NWP-S) and is for informational/market research purposes only. This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2. The requirement is for the establishment of multiple Blanket Purchase Agreements (BPA) for the testing of metal coupons to aid the QA process of the components with which these coupons are associated. The Contractor’s laboratory facility must be validated by the USACE Materials Testing Center (MTC) along with maintain ISO/IEC 17025 certification and remain validated throughout the life of this agreement. 2. Project Background The Contractor shall collect, analyze, and submit reports of metal coupons to aid the QA process of the components. The locations of samples to be taken, and the needed QA Materials Testing, will vary and be within the Portland District areas of operation which covers all of Oregon and Southwest Washington. The coupon materials that may be tested include but may not be limited to ASTM A743 Grade CA6NM and Grade CF3, ASTM A27 Grade 70-40, ASTM A148 Grade 80-40, ASTM A216 Grade WCC, and ASTM A516 Grade 60. The tests that may be required include chemical analysis according to ASTM A751, carbon combustion according to ASTM E1019-18, tensile tests (yield strength, tensile strength, elongation, and reduction of area) according to ASTM A370, hardness tests according to ASTM A370, and Charpy v-notch impact tests according to ASTM A370. The range of tests completed for a given coupon will depend on the material and component with which it is associated. There may be provisions for optional storage of coupons, both tested and untested. Disposal of excess coupons may be considered at no additional cost to the Government. 3. Acquisition Plan The Portland District plans to establish multiple BPA’s for this effort. It is understood that all the requested testing/sampling may not be able to be done by laboratory or one laboratory may not be able to cover the whole requirement area. Due to these issues, it is intended to award multiple BPAs to cover the large number of testing/sampling needs and large requirement area. A key requirement is that any laboratory supporting the BPA’s must be validated by the USACE Materials Testing Center (MTC) along with maintain ISO/IEC 17025 certification and remain validated throughout the life of this agreement. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry to include Large Business, Small Business, Small Disadvantaged Businesses to include 8(a) certified small business firms, Historically Underutilized Business Zone small business (HUBZone), Woman owned Small Business (WOSB), including Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB).
