This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W9127N23Q0065, upon request for a specific quantity and date for lube oil delivery, the Contractor shall transport and pump into the vessel’s fixed piping system requested quantity: typical quantity. Estimated total volume per annum is 6,000 gallons of Mobil Delvac 1300 Super,15w-40 Extra High Performance Diesel Engine Oil, delivered in bulk over the water to the Essayons located at one of the following locations: Terminal 2 Portland, OR; Port of Longview, WA, or the Port of Astoria, OR UPDATE: The Mobil Delvac 1300 Super, 15w-40 Extra High Performance Diesel Engine Oil has been rebranded and the government is now also considering “MobilGard HSD+ 15W-40. -See attached “B.08 Mobilgard Customer Letter.” The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-02 effective March 16, 2022. This solicitation is advertised as a total small business set-aside under NAICS Code 324110 Petroleum Refineries, with a small business size standard of 1,500 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.
