COMBINED SYNOPSIS/SOLICITATION W9127N23Q0019 - 0002 The Dalles Avian Abatement FY 23 U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 13 February 2023 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9127N23Q0019 for the purchase of services for one or more falconers and suitable large predatory birds to deter fish eating birds from roosting or feeding to be employed around structures and shorelines within the avian count zones at The Dalles Lock and Dam for 60 man-days with 10 hours per day of active avian abatement or other animal control duties, is hereby issued as a Request for Quote (RFQ). Please see the attached Performance Work Statement for a full list of specifications, quantities and services required. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-01. This solicitation is advertised as a total small business set-aside under NAICS Code 561710 - Exterminating and Pest Control Services, with a size standard of $17.5M in annual receipts. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The government requests quotes for the following items: CLIN 0001: Falconry Abatement 2023 (60 Days) Place of Performance Information: Required physical completion is 60 days after award date of contract (contract end date is 150 days which accounts for additional time for final closeout documents) to the following location: USACE PORTLAND DISTRICT, I-84 EXIT 88, THE DALLES LOCK AND DAM, THE DALLES OR 97058 FOB destination must be included in the offered price. Firm Fixed Price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.
