The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair to the Dredge ESSAYONS. Amendment 0002 extends the response time to the IFB. Amendment 0001 to edit Work Item 5.47.1 Salt Water Pump Overhaul from 1 Job to 2 Jobs and to delete Work Item 5.48.12 Port and Stbd OD Box Overhaul. SITE VIST (Ship Check): For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are: Tuesday July 11 in the Columbia River Area Tuesday July 25th in the San Francisco Area If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 7 days of advanced notice. The actual pickup locations will be confirmed within 5 days of each visit, with the Columbia River vessel location intended to be no more than 90 minutes away from Portland, Oregon. Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meets the requirements of EM 385-1-1. PPE WILL NOT be provided by USACE. The Dredge Essayons is currently in the operational dredge season.. Due to the current operational schedule, the details for the location of the site visit dates above are subject to change. Some of the potential locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry, if you do or do not have a TWIC card, please make the Point of Contact aware of this information. Upon completion of the overhaul, USACE personnel will conduct dock and sea trials which the vessel must pass prior to delivery and acceptance of the vessel back to the Government. The shipyard availability is anticipated to go from December 2023 through February 2024 with a sixty (60) day drydock period during this availability. Optional items (tasks) will be included in this job order and the period of performance for these items will be concurrent with the above period of performance. The American Bureaus of Shipping International Load Line Certificate will be endorsed during this availability. The Drydock Examination, Internal Structural Review and the Annual Inspection for renewal of the U.S. Coast Guard Certificate of Inspection will be performed during this availability. Every prospective contractor that wishes to be considered for the award of the job order under this solicitation must hold a MSRA for overhaul of the ESSAYONS with USACE, Portland District. If a prospective contractor wishes to submit a bid for this job order and has not already entered into a MSRA for overhaul of the ESSAYONS with Portland District, then the following procedures shall be followed: 1. The prospective contractor shall submit a capabilities package in accordance with the sources sought notice titled “USACE; Portland District Dredge Vessel MSRA” posted on beta.sam.gov under W9127N23B0013. The capabilities package shall be received by Portland District no later than the time identified within the Sources Sought. 2. If there are any questions regarding the MSRA for overhaul of the ESSAYONS or the procedures to submit a capabilities package for consideration for the award of a MSRA, please contact Mr. Brandon Lasich at Brandon.M.Lasich@usace.army.mil. The area of consideration for award is limited to Alaska, California, Oregon, Washington, and Hawaii. Contractors outside of this area will not be considered. A location differential will be added to total price/cost of bids for all locations in excess of 300 Nautical Miles (NM) from the Essayons’s home base location (Portland, OR). The method of calculation will include using the General Services Administration (GSA) standard rates for travel and per diem for personnel who will not be at their home base location combined with the cost of ship travel to location. This announcement is n... Sources Sought with Intent to Establish Master Ship Repair Agreement(s) This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future ship repair and maintenance requirements for the Dredge ESSAYONS and Dredge YAQUINA vessels by establishing MSRAs with capable repair facilities. The U.S. Army Corps of Engineers, Portland District is seeking sources for Master Ship Repair Agreement(s) (MSRAs) under NAICS Code 336611 Ship Building and Repairing. Anticipated Schedule Items (subject to change) Government shipyard on-site review period: June 2023 through July 2023. Job Order Invitation for Bid (IFB): Late June early July 2023 Ship visits during IFB period: Approximately 05 July 2023 through 30 July 2023. Multiple dates for each ship will be made available for these mandatory ship visits. Bid Opening: August 2023 Award of Job Orders: By 15 August 2023 SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS Vendors interested in entering into an MSRA with Portland District must submit the documentation and meet the requirements identified in the general requirements document attached to this announcement. A. General Submission Information: 1. Point of Contact name, email address, and phone number. 2. CAGE Code and Unique Entity ID number (All contractors are required to be registered in the DOD System for Award Management (SAM) via https://www.sam.gov). 3. In the event that the contractor is a small business under NAICS 336611 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 4. Statement of Capability (SOC) Statement of the contractor’s skills, knowledge, experience, and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with the repair or modernization of ship propulsion, power generation, structural, steering, and ship electronic systems. Statement of availability of Dry-Dock and Mooring Berth. Documentation and locations of ports of call that are available for underway repairs in any or all of the following areas: California, Oregon, Washington, Hawaii, and Alaska. 5. Teaming Arrangement (if applicable). Include the roles for each team member as well as the socio-economic status that will be considered for this proposed arrangement. B. Qualifications Documentation: 1. Submit a completed Attachment A - Qualification checklist for both vessels, if applicable. 2. Submit point of contact information for coordinating facility site visit for USACE representative to certify compliance with OSHA and USACE 385-1-1. 3. Submit documentation demonstrating the contractor’s performance of up to five projects within the past five years that are similar in size and scope to Portland District’s requirements, as described below. a. To be considered similar in size to Dredge YAQUINA, a project must have a total final cost of greater than $4 million. b. To be considered similar in size to Dredge ESSAYONS, a project must have a total final cost of greater than $8 million. c. For a project to be considered similar in scope, the contractor must demonstrate that at a minimum, all of the following types of work were complete: i. Ship fitting (gas/arc/shear cutting, rolling, shaping, grinding and fitting steel plates and shapes); ii. Sheet metal work (forming, shaping, gas/arc/shear cutting and stamping steel sheets); iii. Welding (steel plates and shapes and piping joints and fittings); iv. Pipefitting (targeting, fitting, bending, pickling, testing, stress relieving and threading); v. Machinist/Mechanical (removing, machining, repairing, testing, cleaning, hydraulic flushing and reinstalling shafting, propellers, sea chests, foundations, winches, elevator hoists, davits, deck equipment, pumps, valves and bearings); vi. Electrical (installing and checking out ships' cabling, controllers, switchboards, equipment, motors including motor rewind and repair, lighting, communications, telephones, solenoids, pressure level indicators and metering); vii. Electronics (removing, repairing, reinstalling and operational testing of electronic equipment); viii. Rigging (availability of equipment to remove and to install major ship components and equipment); ix. Painting/coating; and x. Quality control.
