The U.S. Army Corps of Engineers, Portland District, has a requirement to perform clamshell dredging at Bonneville Lock and Dam, Bradford Island in Oregon and optional work at Bonneville Lock and Dam, Bonneville Spillway in Oregon. Please see the attached solicitation for details on the specifications of the requirement. The scope of this project consists of the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the detailed requirements of this contract. MAGNITUDE OF CONSTRUCTION: Between $500,000 AND $1,000,000. Bid Period: The solicitation was released 16 August 2023. The Bid Opening is on 15 September 2023 at 11:00AM Pacific Time. The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N23B0012 to meet the requirements of the Bradford Island Fish Ladder Exit Dredging FY2024. This dredging project includes mandatory work at Bonneville Lock and Dam, Bradford Island in Oregon and optional work at Bonneville Lock and Dam, Bonneville Spillway in Oregon. The contractor shall furnish a suitable clamshell dredge and support equipment to perform all work required to remove the specified materials from within the dredging pay area limits. The anticipated period of performance for work is 1 December 2023 – 28 February 2024. Water quality monitoring will be required in accordance with the water quality monitoring plan. Mandatory line items will include manual removal of invasive Eurasian Watermilfoil within a 0.15 acre footprint and approximately 375 cubic yards of routine clamshell dredging at the Bradford Island Fish Ladder Exit. An additional optional item for approximately 250 cubic yards of rock removal at the Bonneville Spilway to be awarded based on project needs and availability of funding. The final solicitation will be available for download on or about 8 August 2023 with bids due 30 days after advertisement. This procurement is anticipated to be solicited allowing for full and open competition (unrestricted) and is open to both small and large business concerns. A small business subcontracting plan will be required for large businesses. The NAICS code for this procurement is 237990, Dredging and Surface Cleanup Activities. The small business size standard is $37 million. The magnitude of construction is between $500,000 and $1,000,000. Any bids received in response to this notice will not be considered or evaluated.
