Pre-Solicitation W9127N22R0011 WVP South Janitorial Services SYNOPSIS: Base plus four (4) Option Periods contract for South Willamette Valley Project Janitorial Service with the U.S. Army Corps of Engineers Portland District. PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the Performance Work Statement, Instructions to Offerors, and the Evaluation Factors/Basis for Award. The formal solicitation is expected to occur on or around March 11, 2022. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. PLANNED SOLICITATION: The U.S. Army Corps of Engineers, Portland District intends to issue a Request for Proposal (RFP) for the services described herein. Proposals shall be due no less than 21 days from the solicitation date. The solicitation and any subsequent amendments will be posted to SAM.gov (FBO) at https://sam.gov. The solicitation documents will only be made available in electronic format, downloadable from FBO. No CD-ROMS or hardcopy documents will be distributed. Interested parties must be registered in the System for Award Management (SAM) at www.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register in SAM and to monitor for notices, amendments, etc. SET-ASIDE: This acquisition will be set aside for 100% Total Small Business. PLACE OF PERFORMANCE: Services will be performed within the area of South Willamette Valley Project for USACE Portland District. INFORMATION ABOUT THE SERVICES TO BE PROCURED: Prospective contractors shall provide all management, tools, equipment, labor, materials, and vehicles necessary to ensure that custodial services are performed at South Willamette Valley Project in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. Prospective contractors shall accomplish all cleaning tasks and be required to provide and replenish supplies in all restrooms, kitchens and other areas. Minimum cleaning frequencies are established in Section 5.2. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, instructions, and commercial practices. South Willamette Valley consists of Cougar Powerhouse, Cougar Fish Facility, Fall Creek Powerhouse, Fall Creek Warehouse, Fall Creek Fish Facility, Dexter’s powerhouse, Fern Ridge Dam, Fern Ridge Project Office, Dorena Dam, Cottage Grove Dam and Cottage Grove Park Ranger Office with Campgrounds in Cottage Grove and Dorena and Day Use Parks, Hills Creek and Lookout Point Offices, Powerhouse and related parks. SPECIAL SAM NOTICE: Please take notice that SAM (www.sam.gov) has a new entity registration requirement that firms must submit an “original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated.” This applies to all new entity registrations and all entity registration renewals, effective April 29, 2018. Further information behind this new requirement is posted to the General Services Administration’s (GSA) announcement page at https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/sam-update-updated-july-11-2018. Please also refer to Federal Service Desk’s (FSD) instructions on how to comply with this new requirement. Offerors are reminded that this solicitation will include the provision FAR 52.204-7 SAM and FAR 52.212-1 Instructions to Offerors--Commercial Items, and the resulting award will include the clause 52.212-4 Contract Terms and Conditions--Commercial Items. These provisions/clauses require all contractors to register and maintain an active SAM entity registration in order to be eligible for contract awards, as prescribed by the regulation at FAR Subpart 4.11. In order to eligible for the contract award resulting from this solicitation, Offerors are advised to take immediate action to ensure your SAM entity registration is current and/or will be current at the time of proposal receipt by this contracting office.
