Army Corps of Engineers (USACE), Portland District, seeks a contractor to perform the construction of John Day Navigation Lock Downstream Gate Bearing Shoe Repair - Phase 2, and incidental related work. The work includes replacement of approximately 72 ft of bearing shoes as base CLINs ('Middle 1/3') and 90 ft of bearing shoes as optional CLINs ('Top 1/3') for the north and south sides of the Navigation Lock Downstream Gate and incidental related work. Presently, the bearing shoes are at risk of failure due to sustained lateral cracking along the epoxy fill holes. This is a follow-on effort of the previous ‘Bottom 1/3’ of the bearing shoes that were replaced in March 2018. The work is located at the Navigation Lock of John Day Dam, in Klickitat County, Washington.

SYNOPSIS: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for John Day Dam Bearing Shoe Repair - Phase 2 near Klickitat County, Washington. PROJECT DESCRIPTIONS: The existing downstream gate was installed in 2011. Recently, gate inspections have observed that the bearing shoes on the north and south sides of the gate have experienced lateral cracking through the bolt holes. An interim repair of a 38" section on the south side was performed in March 2017 following a failure of that section. Subsequent inspections have found bolts loose within their respective threaded locations, or, in at least one case, a bolt sheared and spinning freely. A construction contract replaced the 'Bottom 1/3' of the bearing shoes in March 2018 addressing a number of the problems noted in recent inspections. However, the remaining existing bearing shoes must be replaced to address the noted problems in the remaining portions of the existing bearing shoes. Major elements of the project include replacement of approximately 72 ft of bearing shoes as base CLINs ('Middle Third') and 90 ft of bearing shoes as optional CLINs ('Top Third') for the north and south sides of the Navigation Lock Downstream Gate with government furnished bearing shoes and incidental related work. Work will be performed during two planned navigation lock outages in March 2023 and March 2024. The construction start date for the first in-water work period on the Middle 1/3 Bearing Shoes is expected to begin on 12 March 2023 and end on 23 March 2023 which is the final construction physical completion date for that work activity. The construction start date for the second in-water work period on the Top 1/3 Bearing Shoes (Optional CLIN) is expected to begin on 10 March 2024 and end on 23 March 2024 which is the final construction physical completion date for that work activity. Acquisition Strategy: The solicitation will be a request for proposal (RFP). Best Value/Trade Off source selection process will be used in the evaluation of proposals. Evaluation criteria will be stated in the RFP. This aquisition will result in a single firm-fixed-price contract with option CLINS. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is an unrestricted (full and open) procurement.
