AMENDED TO EXTEND DUE DATE TO 26 SEPTEMBER 2022 AT 2:00PM PACIFIC TIME. Solicitation W9127N22Q0173 for procurement of professional contractor who will complete Historic American Engineering Record (HAER) documentation for the Willamette Falls Locks and Navigation Canal “Locks”. The Locks are a historic property that was listed in the National Register of Historic Places in 1974, and therefore, pursuant to 36 C.F.R. part 800, the regulations implementing Section 106 of the National Historic Preservation Act (16 U.S.C. § 470f), as required in the executed Memorandum of Agreement (MOA) for the Closure of the Locks in accordance with the attached Performance Work Statement (PWS). Documentation will consist of a HAER narrative overview report for the Willamette Falls Locks and eight sub-reports for the principal historic components of the property as defined in the 2014 National Register of Historic Places update. These are: the four numbered locks chambers, the canal basin, the guard lock, the lockmaster’s office, and the two sets of basalt stairs on either side of the canal. The basalt stairs can be documented together in one sub-report. The reports will contain written historical and descriptive data and photographic documentation, including scanned or black and white photographic reproductions of existing construction plans. All documentation must be completed in accordance with HAER standards and guidelines, which are available through the Heritage Documentation Program website at https://www.nps.gov/hdp/standards/index.htm. This firm-fixed price contract will complete updated HAER documentation for the Willamette Falls Locks. The Corps consulted with the National Park Service (NPS) to determine the requirements for this updated HAER documentation. Documentation will include a HAER narrative overview report for the Willamette Falls Locks and eight sub-reports for the principal historic components of the property as defined in the 2011 NRHP nomination update. The eight resources, based on the NRHP nomination, are: Lock No. 1, Lock No. 2, Lock No. 3, Lock No. 4, Canal Basin, Guard Lock (Gates 6 and 7), Historic Lockmaster’s Office, and Basalt Stairs. Specific documentation requirements are outlined in Task 5.5 of the PWS.
