See solicitation W9127N22Q0104 for complete listing of parts looking to acquire. PRICES SHALL BE PRICED FOB DESTINATION. (THIS IS A SINGLE (SOLE) SOURCE PROCUREMENT FOR ALLEN-BRADLEY PARTS. ROCKWELL AUTOMATION HAS INDICATED THAT WE ARE REQUIRED TO PURCHASE ALL PARTS THROUGH THEIR DISTRIBUTOR FOR OUR REGION, WHICH IS NORTH COAST ELECTRIC.) PLCs for the Flood Dams throughout the South Willamette Valley are being upgraded to the current technology to increase reliability, parts sustainability, cyber security compliance, decrease in maintenance and suitability of network interface with current technology. The specific model and part numbers of the associated components are necessary to maintain consistency of PLC parts, network interface with GDACS software, cyber security compliance, reduction in spare parts for PLCs and standardization in parts that are already installed throughout the South Willamette Valley. Current PLC hardware and software technology are of the late 1980’s and parts are becoming unsupported or hard to find. Also, it is becoming more challenging for current technology devices to communicate with the existing outdated hardware and software. This could lead to unforeseen downtime, increased downtime, poor reliability and inaccurate or absent indication to the control room causing poor flood control to the Willamette Valley. Excerpt from FAR 52.212-2 "Evaluation - Commercial Products and Commercial Services (Nov 2021) as found in this solicitation: "All parts and/or supplies identified in this solicitation are ‘BRAND NAME ONLY’ and any offered substitution will serve as the basis for determining the quote (overall) as non-responsive and thereby not considered. The lowest responsive total price shall serve as the basis for award. Multiple Awards will not be made under this solicitation."
