The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair to the Dredge ESSAYONS. Major work items that may be associated with the overhaul and dry docking can be found at the bottom of this announcement. The complete list can be found within the attached invitation for bid (IFB). SITE VIST (Ship Check): For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are: Tuesday July 12 Tuesday July 26th Site visits will be in the Columbia River area. If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 7 days of advanced notice. The actual pickup locations will be confirmed within 5 days of each visit, with these visits intended to be no more than 90 minutes away from Portland, Oregon. Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meets the requirements of EM 385-1-1. PPE WILL NOT be provided by USACE. Standard COVID protocol will be followed, as required by the State. The Dredge Essayons is currently in the operational dredge season throughout the Columbia River. Due to the current operational schedule, the details for the location of the site visit dates above are subject to change. Some of the potential locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry, if you do or do not have a TWIC card, please make the Point of Contact aware of this information. All overhaul work shall be performed at the Contractor's facility. The Government will deliver the vessel to the contractor facility. Upon completion of the overhaul, USACE personnel will conduct dock and sea trials which the vessel must pass prior to delivery and acceptance of the vessel back to the Government. Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Every prospective contractor that wishes to be considered for the award of the job order from this IFB must have an active MSRA with Portland District prior to award. The capabilities package shall be received by Portland District no later than the time identified within the Sources Sought. 2. The method of calculation will include using the General Services Administration (GSA) standard rates for travel and per diem for personnel who will not be at their home base location combined with the cost of ship travel to location. Contract Information. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the second Crest Raise at the Sediment Retention Structure (SRS) on the Toutle River. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make an acquisition strategy decision. Additional details regarding the project background and description of work can be found in Section 4 of this sources sought. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry, to include: Large Business, Small Business, Small Disadvantaged Businesses to include 8(a) certified small business firms, Historically Underutilized Business Zone small business (HUBZone), Woman owned Small Business (WOSB), including Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). Size Standard: $39.5 million. 4. Project Background. The Sediment Retention Structure was constructed in the Late 80’s to store the sediment coming off the avalanche area so that the sediment does not flow down to the low Cowlitz River. The main objective for the project is to keep the level of Protection on the levee systems from Castle Rock to Lexington. There has already been one crest raise in 2012 and this will be the second of three planned crest raises. Description of Work. The work will involve the construction of a second crest raise at the SRS. The second crest raise will raise the spillway channel by 10 ft. Along with construction of second crest raise, a new plunge pool will have to be constructed, a low flow channel excavated in rock. As part of the project, the contractor will be required to construct water diversion structures so that the work can be performed in the middle of a river. 5.
