THIS IS A SOLICITATION FOR THE "West Coast Hopper Maintenance Dredging 2022" The U.S. Army Corps of Engineers, Portland District, has a requirement to perform hopper dredging at multiple locations on the West Coast of the United States including Humboldt Bay, CA; Mouth of the Columbia River, WA; and Lower Columbia River, OR/WA. Please see the attached solicitation for details on the specifications of the requirement. The scope of this project consists of the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the detailed requirements of this contract. MAGNITUDE OF CONSTRUCTION: The estimated cost of the project is between $25,000,000.00 and $100,000,000.00 Bid Period: The Solicitation was released 7 February 2022. Synopsis West Coast Hopper Maintenance Dredging 2022 The U.S. Army Corps of Engineers Portland District intends to issue an Invitation for Bids (IFB) NO. W9127N22B0005 to meet the requirements of the West Coast Hopper Maintenance Dredging project 2022. This dredging project includes work at Humboldt Bay, CA; Mouth of the Columbia River, OR/WA; and the Lower Columbia River, OR/WA. The contractor shall furnish a suitable hopper dredge and support equipment to perform all work required to remove the specified materials from within the dredging pay area limits as indicated in the attached DRAFT project plans and specifications. Review the attached DRAFT project plans and specifications for additional information. The Government would appreciate any feedback on the DRAFT documents. USACE intends to host a virtual presolicitation meeting on 26 January 2022 to openly share information and discuss the project and assumptions prior to the solicitation being issued. The forthcoming solicitation is subject to the availability of funds. The draft plans and specifications are attached to assist in the discussion on 26 January and are subject to change prior to solicitation issuance. The solicitation will be available for download on or about March 2022 with bids due 30 days after advertisement. This procurement is anticipated to be solicited allowing for full and open competition (unrestricted) and is open to both small and large business concerns. A small business subcontracting plan will be required for large businesses. The NAICS code for this procurement is 237990. The small business size standard is $30 million. The magnitude of construction is between $25,000,000 and $100,000,000.
