THIS POST IS TO CORRECT THE NOTICE ID TO W9127N21R0060 Foster Dam and Powerhouse was constructed in the 1960s and most of the electrical equipment throughout the facility is over 40 years old. While there does not appear to be a standard expected design life for electrical equipment, the industry standard is 35 to 40 years. Some of the factors that affect the expected design life are equipment loading, maintenance, and environmental factors. As such, most of the electrical equipment in the Foster powerhouse should be considered for replacement. Replacement of the existing air blast main unit breakers; new station service equipment, new station service transformers, and new powerhouse motor control centers are recommended. The U. S. Army Corps of Engineers (USACE), Portland District, requires a contractor to replace the existing 4160 V switchgear (including the original air blast main unit breakers with vacuum breakers); replace the existing 480 V double ended-switchgear (including new station service transformers); new powerhouse motor control centers; replacement of powerhouse 480 V CQ panels; the DC system (including new station battery); preferred AC equipment; related protection and controls; new wiring for power, protection, controls, annunciation and ancillaries.

The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the construction/modification of the Foster Main Unit Breakers and Electrical Reliability Upgrades located at the Foster Dam in Linn County, OR. Project Scope: The U. S. Army Corps of Engineers (USACE), Portland District, requires a contractor to replace the existing 4160 V switchgear (including the original air blast main unit breakers with vacuum breakers); replace the existing 480 V double ended-switchgear (including new station service transformers); new powerhouse motor control centers; replacement of powerhouse 480 V CQ panels; the DC system (including new station battery); preferred AC equipment; related protection and controls; new wiring for power, protection, controls, annunciation and ancillaries. Acquisition Strategy: The solicitation will be a Request for Proposal (RFP). This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation. The contract will be awarded using the provisions of FAR 15 utilizing “Best Value/Trade-Off Analysis” procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and cost factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000. Set Asides and Codes: This is an Unrestricted, Full-and-Open Competition aquisition. The North American Industrial Classification Code (NAICS) for this potential requirement would be 238210 – “Electrical Contractors and Other Wiring Installation Contractors”. The related size standard is $16.5M. The PSC is Z1KA Repair or Alteration of Dams. Bid Procedures: The solicitation will be posted on SAM.gov website once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Plans and Specifications: The Plans and Specifications will also be posted on SAM.gov website once it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/ prior to submission of bids and prior to receiving an award.
