Amendment 0013 This amendment serves to cancel the solicitation IAW 31 U.S.C. 1341, no Off icer or Employee of the Government may create or authorize an obligation in excess of the funds available. The two main generating units at the Cougar Powerhouse use butterfly valves to shut off the penstock water supply to the turbines. A single penstock is bifurcated into the two headers each equipped with a butterfly valve to isolate each turbine. These valves were originally placed in service in the early 1960’s. All the systems relating to the valves are becoming increasingly problematic. This is a construction project to replace the two (2) 90” butterfly valves and control unit systems to improve reliability and safety.
