This is not a Request for Quotes (RFQ). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status, availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future pier side ship repair and maintenance requirements for the Dredge YAQUINA. The Dredge YAQUINA is a trailing arm suction type Hopper Dredge with an overall length of 200 feet, a beam molding of 58 feet with drag arms in cradle and 108 feet with drag arms on dock, a Normal Light Draft Forward of 6 feet 7 inches, a Normal Light Draft Aft of 10 feet 3 inches and is 2001 long tons. The U.S. Army Corps of Engineers, Portland District is seeking sources for Pier Side vessel repair under NAICS Code 336611 Ship Building and Repairing. This sources sought will be used to not only identify vendors capable of making repairs at the vessel’s home port located in Portland Oregon, but also regionally throughout Dredge YAQUINA’s area of operations. Interested companies capable of providing pier side vessel repairs along the continental west coast are encouraged to respond. INITIAL/IMMEDIATE PIER-SIDE REPAIR REQUIREMENT: Anticipated Vessel Repair Contract Schedule (subject to change): YAQUINA Pier Side Vessel Repair Solicitation Issued: 19 November 2021 Anticipated Award Date: 22 December 2021 Anticipated Period of Performance 03 January 2022 through 28 February 2022 The dredge vessel YAQUINA is scheduled to be in Portland prior to 03 January 2022 to allow for annual repairs required for various vessel systems and will remain in Portland through 28 February 2022. The Government anticipates multiple contracts for specific maintenance and annual service functions will be awarded for performance during this period. Services are planned to be performed at Terminal 2 (T2) in Portland, Oregon, however, alternative proposals for performance at a contractors facility may be considered (subject to the requirements of any forthcoming solicitation). 1. DESCRIPTION OF REQUIREMENT: The Portland District is seeking interest from companies capable of performing major work items listed below, that possess the necessary safety, technical, and financial qualifications. The USACE Portland District maintains a United States Coast Guard (USCG) Certificate of Inspection as well as an American Bureaus of Shipping (ABS) Load Line for its vessels. All work shall meet the standards of these two regulatory bodies. All overhaul and maintenance work shall be performed at the ships location which will be identified upon the issuance of each solicitation. The dredge vessel maintains a full crew who live aboard at all times (even during major maintenance and overhauls). The crew will perform work on their vessel that is separate from any contracted work, and coordination by the contractor to facilitate crew work will be required to prevent delays in work completion by either party. Contractors unable to accommodate a live aboard crew will not be considered for award. 2. CONTRACTOR CAPABILITIES: A. The contractor must demonstrate the following: Recent relevant experience within the last five years with the repair or modernization of ship propulsion, power generation, structural, steering, electronic systems on large ships. During reviews, the Portland District will seek to determine the offeror has the necessary experience, equipment, and personnel (or the ability to hire personnel/subcontractors) to perform the following major work items: Replacement and general ship systems maintenance and repair work Pressure washing exterior hull (Keel to upper deck and bulwarks); Spot blasting as applicable Painting miscellaneous areas above the upper deck Cleaning, inspecting and/or painting anchors, chains, chain lockers and forward / aft tanks Complete inspection of the hopper areas Hopper door and actuator repairs Hopper staging and steel repairs Overhauling hopper door and overflow hydraulic cylinder Repairing bow thrusters, and Bow thruster remount Inspecting sea valves Replacing trunnion inlet valve and associated piping Inspecting and replacing skin valves and sea strainers Inspecting, cleaning, removing and/or overhauling supply and exhaust fans Cleaning pump and engine room bilges Miscellaneous inspecting, repairing and/or removing related to hopper doors Inspecting and maintaining fire detection and extinguisher systems ABS special survey Drag arm system winch repairs and machinery overhauls Valve repairs Possible replacement of dredge engines, pumps, and piping Anchor chain and chain locker removals and inspections B. For any contractors that propose the use of a dock and wet berth not provided by the government, at the minimum, the dock and berth shall meet the following criteria: - Minimum low water level of 25 ft - 380 ft between fore and aft tie off kevels - 50 ft -0 quote mark x 16 ft -0 quote mark clear dock working area - Documented pounds per square foot load capability - 1200 amp, 480 Volts A.C., 3 phase, 60 cycle electrical service with a Ground Fault Circuit Interrupter (GFCI) and phase protection - Potable water - Fresh water for ship cooling water - Fire protection @ 400 gpm, 50 psig - Two commercial telephone lines for facsimile machines and four voice lines. Cellular phones may be substituted for additional lines as specified. 3. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS A. General Information: i. Statement of Capability (SOC) Statement of your skills, knowledge, experience and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with the repair or modernization of ship propulsion, power generation, structural, steering, electronic systems on large ships under a MSRA or similar contract vehicle. Documentation and locations of ports of call that are available for underway repairs in any or all of the following areas: California, Oregon, and Washington. vi. Teaming Arrangement (if applicable). Include the roles for each team member as well as the socio-economic status that will be considered for this proposed arrangement. vii. All contractors are required to be registered in the DOD System for Award Management (SAM) via https://www.sam.gov. 4.
