Update: The Contracting Officer may exercise the option by written notice to the Contractor up to 30 days after issuance of Notice to Proceed. c) Attach PPQ and Offeror's Experience Form, Attachments A and B respectively; 2) Upload Site Visit Roster ------------------------------------------------------------------------------------------------------------------------------------------- 08/07/2020 - Updated Solicitation to include technical specifications. -------------------------------------------------------------------------------------------------------------------------------------------- 08/07/2020 - Amendment 0001 - Site Visit Instructions Update The purpose of the attached SF-30 which amends W9127N20R0001 is to: 1) Change the deadline to RSVP deadline to close of business 17 August 2020; 2) Send RSVP to Joel Prusi, joel.w .prusi@usace.army.mil and Harron Elloso, harron.e.elloso@usace.army.mil. Any responses have been recorded and do not need to be resubmitted; 3) In accordance w ith state and local guidelines, masks w ill be required and social distancing is enforced throughout the tour. Should the size of the tour be larger than ten (10) attendees, the groups w ill be divided into smaller groups. Potential of ferors should plan to ask questions or request clarif ications outside w ith the entire group or through DrChecks to ensure that the same information is disseminated equally amongst all participants. All other terms and conditions of the solicitation remain unchanged. ------------------------------------------------------------------------------------------------------------------------------------------------ The U.S. Army Corps of Engineer (USACE) Portland District intends to award a competitive firm-fixed price proposal for this project to a responsible vendor in accordance with the terms and conditions of the solicitation. This announcement is for the identification of corrective measures, design, install, and implementation of repairs to correct water flow into the John Day Powerhouse Galleries, Generator floor, and flooding of other areas, located at the John Day Dam Project, Sherman County, OR and Klickitat County, WA. Project Scope: This project consists of the following: John Day Roof Background: During the construction of the John Day Dam in 1968-1972, the dam foundation was laid in monoliths, or segments, of concrete. Those segments have joints where they meet within the dam. These joints are pressurized and over time have increased in water flow through the seams down to the gallery at the base of the dam. Scope of Work: Project will consist of reviewing the entire powerhouse drainage system and methods and systems identified to mitigate water flow, collect water, and dispose of the drainage from the powerhouse. Water stop technological advances will be reviewed with recommendations for implementation at the powerhouse. This project will reduce presence of water in work areas, increase worker safety, and protect critical equipment. Acquisition Strategy: The solicitation will be a Best Value Trade Off (BVTO). The Government will include options. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a Total Small Business Set-Aside acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 238110 - Poured Concrete Foundation and Structure Contractors. The Small Business Standard size ($16.5M). The FSC is Z1KA - Repair of Dams. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award.
