THIS SOURCES SOUGHT DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS SOURCES SOUGHT MARKET, NOR IS THIS A CONTRACT FOR SERVICES. The purpose of this sources sought is to gather information regarding vendor's ability to provide armed security guard and administrative services for the U.S. Army Corps of Engineers, Portland District, Lower Columbia River Projects. This includes Bonneville Dam, The Dalles Dam, and John Day Dam. This requirement is anticipated to be a 100% total small business set-aside. SCOPE OF WORK: The area of operations the contractor will be performing in is remote with 50 miles separating the lower two dams (Bonneville and The Dalles) and John Day being 30 miles further upriver. There are high certification requirements with armed guards conforming to licensing requirements from NERC, DOD, the states of both Washington and Oregon as well as state and criminal Background checks. The contractor will need to provide all personnel, labor, training, supervision, tools, equipment, materials, supplies and transportation necessary to provide armed security guard services. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed. The armed guard services to be performed are on remote multipurpose civil works facilities operated by the U.S. Army Corps of Engineers. These three sites are required to provide security for personnel, property, and critical infrastructure. Contract Security Guards are used to fulfill these requirements because the staffing levels may change unexpectedly due to emergency situations, changing regulations, or other factors. Duties include badging, alarm monitoring, roving patrols, interacting with the public and customers, manning gates, emphasis will be placed on the contractors; 1) Ability to provide Armed Guard services in the states of Oregon and Washington, 2) Performance in providing armed guard services in the past 3) Plan to transition to and successfully perform the armed guard services required CONTRACT TYPE: Firm fixed price, performance based commercial service contract using Best Value Trade-Off (BVTO) Evaluation procedures. PERIOD OF PERFORMANCE: The period of performance is estimated to commence January 2020, followed by four one-year option periods. SOURCES SOUGHT INFORMATION: Interested parties shall furnish the following minimum information: a. A list of armed guard contracts that are on-going or previously performed within the last 10 years. Provide a description of the services provided to include the number of sites, hours of operation, number of employees on location and the specific state where the services were performed. Please include the customer name, a POC and contact information for each contract. b. Provide a short, no more than two pages, narrative on a plan for transitioning to and performing the services required in the attached Draft Performance Work Statement. c. Provide input to recommend improvement of the Performance Work Statement. d. Name of Company; Cage Code and DUNS number; Point of Contact, Telephone Number, Fax Number, Address, and e-mail address; Small business size status (i.e. small or large business, 8(a) status, etc.); Corps of Engineers, Portland District requests the above information no later than 1400 on 23 July 2019.
