The U.S. Army Corps of Engineers, Portland District, is soliciting an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Biological and Ecological Studies, to be performed within the U.S. Army Corps of Engineers (USACE) Portland, Seattle, and Walla Walla Districts' Areas of Responsibility (AORs). The Portland, Seattle, and Walla Walla Districts require a range of biological and ecological services specific to the Columbia River Basin. These services will primarily be required in the Pacific Northwest, Columbia, Snake, and Willamette Basins, but may be required anywhere within the stated Districts' AORs. This work will support USACE's mission to continually improve habitat and passage conditions for anadromous fish where they are effected by operation of dams and respond to litigation-related issues associated with implementation of the Federal Columbia River Power System (FCRPS) Endangered Species Act (ESA) and resulting FCRPS Biological Opinions (BiOps). Work may include studies and investigations of behavior, physiology, ecology, injury rates, survival rates, abundance, and population dynamics of fish, birds, and/or other organisms. Components of the investigations may include literature reviews, study planning and execution, research or monitoring, data analysis, and data management. Typical deliverables include data and/or reports detailing the outcomes of the study or data collected. Work may be conducted in a laboratory, in the field, at a hydroelectric site, or other locations as necessary. This solicitation is a total small business set-aside under NAICS 541690 - Other Scientific & Technical Consulting Services, which has a size standard of $15,000,000.00. The Federal Service Code is B516 - Special Studies/Analysis- Animal/Fisheries. The acquisition will be subject to the procedures of FAR Part 15, Contracting by Negotiation and the source selection will be conducted by utilizing Best Value Tradeoff (BVTO) source selection procedures. The Government intends to award up to five (5) IDIQ contracts resulting from this solicitation to form the MATOC pool. Task orders under these contracts will be used for projects of varying size and complexity. Work under these contracts may require contractors to provide services simultaneously in multiple locations. Narratives should describe the type of work, dollar value of project, and role in the project.
