This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The U.S. Army Corps of Engineers (USACE), Portland District intends to award a firm-fixed-price contract to the Oregon Department of Environmental Quality (OR DEQ) for the issuance of National Pollutant Discharge Elimination System (NPDES) Permits for 9 locations within the Willamette Valley Project in Oregon. The statutory authority for this non-competitive acquisition is FAR subpart 13.106-1(b)(1)(i). A NPDES permit is issued by the State Agency where the discharge occurs in. The OR DEQ is the only agency able to issue this permit in the State of Oregon. Therefore, it is the only agency that can fulfill the requirement. Interested concerns must show authorization to issue NPDES Permits for the State of Oregon. If no affirmative written responses are received by 3:00 PM Pacific Time on September 20, 2019, an award will be made without further notice. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
