The Portland District U.S. Army Corps of Engineers intends to issue an Invitation for Bids (IFB) for dredging along the Oregon and Washington Coast. Port Orford, Charleston Harbor, Winchester Bay, Baker Bay, Skipanon River and Astoria Turning Basin are the projects to be included in the solicitation. Dredge material will be placed at designated in-water placement sites to include ocean and river disposal. All of the work is maintenance dredging. Port Orford is located in Curry County, Oregon. The anticipated scope at this site will include dredging and placement of approximately 35,000 cubic yards of material with placement in 404 near shore site. The environmental in-water work window is 01 May through 31 October. Charleston Harbor is located in Coos County, Oregon. The anticipated scope at this site will include dredging and placement of approximately 40,000 cubic yards of material with placement in Site F-OS. The environmental in-water work window is 28 June through 31 October. Winchester Bay is located in Douglas County, Oregon. The anticipated scope at this site will include dredging and placement of approximately 25,000 cubic yards of material with placement in ODMDS. The environmental in-water work window is 1 July through 31 October. Baker Bay is located in Ilwaco, Pacific County, Washington. The anticipated scope at this site will include dredging and placement of approximately 85,000 cubic yards of material with placement in-water in the Columbia River within two to five miles (one-way). The environmental in-water work window is 01 August through 15 December. Skipanon River is located in Clatsop County, Oregon. The anticipated scope at this site will include dredging and placement of approximately 20,000 cubic yards of material with placement in-water in the Columbia River within two to five miles (one-way). The environmental in-water work window is 01 August through 15 December. Astoria Turning Basin is located in Clatsop County, Oregon. The anticipated scope at this site will include dredging and placement of approximately 15,000 cubic yards of material with placement W-10.4-IW; < 3 miles. The environmental in-water work window is 1 June 2019 through 15 December, however all work must be completed prior to 1 November. The project work window will allow for approximately 180 days. Payment method will be by pre-post survey. Project depths will be determined in the solicitation. The most recent surveys can be viewed at: http://www.nwp.usace.army.mil/Missions/Navigation/Survey.aspx The solicitation will be available for download on or about April 15, 2019 with bids due approximately 30 days after advertise. Contract award is anticipated in Late-May. This procurement is a total small business set-aside. The NAICS code for this procurement is 237990. The small business size standard is $27.5 million.
