This ... The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N23B0005 for Cougar Dam Regulating Outlet (RO) Chute Resurfacing. This project will improve fish passage facilities at the Cougar Dam, in Blue River, Oregon. Summary of Work: Apply an epoxy coating to the interior surfaces of the concrete regulating outlet chute, approximately 13,600 sq ft. The chute cross section is a flat-bottom U-shape with 10ft high walls and a 20ft wide floor; total length is approx. 340 ft. The Willamette Injunction is requiring that construction be complete NLT 01 SEPT 2023 – this is non-negotiable per the court documents. Our In-Water Work Window (IWWW) is 01 JUN 2023 – 30 AUG 2023, this is the only time that the RO can be secured due to all the other injunction requirements for the dam. The requirement is to have the contractor on site / mobilizing / setting up roughly APRIL – MAY so that when the IWWW begins, they are ready to start work inside the chute. The solicitation will be available 24 February 2023 with bids due approximately 30 days after advertising. This is a 100% small business set-aside. The NAICS code for this procurement is 237990. The small business size standard is $35 million. The magnitude of construction is between $500,000 to $1,000,000.
