General Information – Sources Sought Trout Production Willamette Basin – Solicitation W9127N21R0034 This announcement is a Sources Sought Notice (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District funds production and release of hatchery trout to aid in meeting the mitigation obligations. The Government has a need for hatchery trout production in the Willamette Basin. The Contractor will produce, rear and release hatchery rainbow trout (Oncorhynchus mykiss) to various rivers, lakes, and waterbodies within the Willamette Valley River Basin, based on the Delivery Schedule. Deliveries (stocking) will occur between February and November in 2023. Specific delivery dates will be adjusted as needed. Work includes the following: Annual provision for delivery of up to 277,000 pounds (qty. about 427,000) of triploid (sterile) rainbow trout to (about 40 deliveries) stock about 31 waterbodies in the Willamette Basin; Bi-annual reporting. The Period of deliveries is anticipated to be 1 February 2023 through 3 November 2023 and two (2) consecutive option delivery years. The Government intends to advertise a solicitation for this project on or around 1 July 2021. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor SAM.gov for release of any future solicitation that may result from this Sources Sought Notice. Response deadline for this sources sought notice: 2:00 p.m. (PDT), 11 June 2021. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Statement of Capability (SOC): Discuss skills, knowledge, and equipment required to perform the occupancy and abundance monitoring. Describe recent and relevant experience within the last five years to include Facility capable of spawning, hatching, and rearing trout through early life stages and transport of specific life stages of juvenile salmonids in required quantities; Knowledge of aquaculture, fish handling and tagging procedures, and fish health monitoring; Report writing, analytical capabilities and problem-solving skills.
