The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair to the Dredge Essayons. Major work items that may be associated with the overhaul and dry docking can be found at the bottom of this announcement. The list is not totally inclusive of all items. All overhaul work shall be performed at the Contractor's facility. The Government will deliver the vessel to the contractor facility. Upon completion of the overhaul, the USACE personnel will conduct and pass dock and sea trials prior to delivery and acceptance of the vessel back to the Government. USACE ESSAYONS is a trailing arm suction Hopper Dredge built in 1984. It has the following Characteristics: Length Overall 350 Feet Length between perpendiculars 333 Feet Beam Molded 68 Feet Beam Overall (With Drag Arms Lowered) 108 Feet Registered Gross Tonnage 7,248 Long Tons Normal Light, Draft Forward 19'-0" Normal Light, Draft Aft 21'-0" Class ABS Loadline The period of performance is expected to start September 2019 and last through February 16, 2020. The shipyard availability shall be December 4, 2019 through February 16, 2020 with a sixty (60) day drydock period during this availability. Optional items (tasks) will be included in this job order and the period of performance for these items will be concurrent with the above period of performance. The American Bureaus of Shipping International Load Line Certificate will be endorsed during this availability. The Drydock Examination, Internal Structural Review and the Annual Inspection for renewal of the U.S. Coast Guard Certificate of Inspection will be performed during this availability. Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Every prospective contractor that wishes to be considered for the award of the job order under this solicitation must hold a MSRA for overhaul of the ESSAYONS with USACE, Portland District. If a prospective contractor wishes to submit a proposal for this job order and has not already entered into a MSRA for overhaul of the ESSAYONS with Portland District, then the following procedures shall be followed: 1. The prospective contractor shall submit a capabilities package in accordance with the sources sought notice titled "2020 Dredge Essayons Overhaul," number W9127N-19-R-0058, posted on Federal Business Opportunities. Firms submitting a capabilities package for a MSRA will be notified of their eligibility or non-eligibility within seven (7) calendar days of receipt of the capability package. 2. The job order award will not be considered commercial in nature. Award will be made as a whole to one Offeror. The acquisition will be solicited using the procurement process prescribed in Part 15, Contracting by Negotiation, of the Federal Acquisition Regulations (FAR). The Government intends to evaluate proposals and award a job order without discussions with Offerors, except clarifications as described in FAR 15.306(a); therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government will use a Lowest Price Technically Acceptable (LPTA) evaluation process in rendering a best value decision for award of this job order. For LPTA, Offerors will submit their lowest price based on its technical approach to meet the minimum requirements. Proposals will be evaluated as either "acceptable" or "unacceptable." A location differential will be added to total price/cost of proposals for all locations in excess of 300 Nautical Miles (NM) from the Essayons's home base location (Portland, OR). The method of calculation will include using the General Services Administration (GSA) standard rates for travel and per diem for personnel who will not be at their home base location combined with the cost of ship travel to location. This announcement is for information an... Sources Sought for Master Ship Repair Agreement (MSRA) This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make an appropriate acquisition decision for this requirement. The U.S. Army Corps of Engineers, Portland District is seeking sources for a Master Ship Repair Agreement (MSRA) under NAICS Code 336611 Ship Building and Repairing. 1. DESCRIPTION OF REQUIREMENT: The Portland District is seeking MSRA establishment with multiple repair facilities who desire to be preapproved to compete for overhaul and maintenance work for one (1) Government owned dredge. It is anticipated that the location of the required work will be in the areas of California, Oregon, Washington, Hawaii, and British Columbia Canada. Small and large businesses who feel they are capable are encouraged to respond. The USACE Portland District maintains a United States Coast Guard (USCG) Certificate of Inspection as well as an American Bureaus of Shipping (ABS) Load Line for this vessel. All work shall meet the standards of these two regulatory bodies. All overhaul, maintenance, and drydock work shall be performed at the Contractor's facility or in ship locations if a breakdown occurs that is repairable at sea. The dredge vessel Essayons will maintain a full crew which will live aboard the vessel during the entire duration of the overhaul period. The crew will be performing work on the vessel that is outside the scope of the repair contract and coordination will be required at the daily production meetings to allow the crew access to the vessel. The USACE Portland District owns and operates the Hopper Dredge Essayons that will be covered by this MSRA. The Dredge Essayons is a trailing arm suction type Hopper Dredge that has an overall length of 350 feet, a beam of 68 feet with drag arms in cradle (108 ft with dragarms on dock), a Normal Light Draft Aft of 21 Feet, and is 7,248 Long tons. This MSRA will prequalify a vendor to compete for work in the following areas: A. Major work items associated with the overhaul and dry docking include, but are not limited to the following: - Replacement and general ship systems maintenance and repair work - Pressure washing exterior hull (Keel to upper deck and bulwarks); Spot blasting as applicable - Painting areas of the dredge hull below the water line and miscellaneous areas above the upper deck - Coating the entire lower hull, upper hull (Waterline to upper deck and bulwarks) - Furnishing and installing new anodes - Hull coating replacement - Cleaning, inspecting and/or painting anchors, chains, chain lockers and forward / aft tanks - Complete inspection of the hopper areas - Hopper door and actuator repairs - Hopper staging and steel repairs - Overhauling hopper door and overflow hydraulic cylinder - Removing and reinstalling propeller blades - Removing and replacing tail shaft / hub assembly and main propulsion shaft bearings - Repairing bow thrusters, and Bow thruster remount - Inspecting sea valves - Replacing trunnion inlet valve and associated piping - Replacing rudder, rudder stock and bushings - Inspecting and replacing skin valves and sea strainers - Inspecting, cleaning, removing and/or overhauling supply and exhaust fans - Cleaning pump and engine room bilges - Miscellaneous inspecting, repairing and/or removing related to hopper doors - Inspecting and maintaining fire detection and extinguisher systems - ABS special survey - Drag arm system winch repairs and machinery overhauls - Valve repairs - Possible replacement of dredge engines, pumps, and piping - Steering and propeller shaft work (dropping rudders and removing tailshafts) - Sea valve/sea chest/hull anode replacements and repairs - Anchor chain and chain locker removals and inspections 2. CAPABILITIES: A. The contractor must demonstrate the following: - Prospective contractors must have, or be capable of entering into, a Master Ship Agreement with the U.S. Army Corps of Engineers. Prospective contractors must also have a NAVSEA-approved drydock/graving dock, or be in possession of a signed and dated certificate from a Professional Engineer stating that the drydock facilities currently meet all of the requirements applicable to that type of drydocking facility listed in Military Standard No. MIL-STD 1625C(SH), dated 25 August 1987, and Notice 1, dated 30 December 1992. - Recent relevant experience within the last five years with the repair or modernization of ship propulsion, power generation, structural, steering, electronic systems on large ships under a Master Ship Repair Agreement (MSRA) or similar contract vehicle. - Access to a capable shipyard and meet the minimum capabilities for doing ship repairs under a MSRA or similar contract vehicle. - For overhaul job order - have availability of Dry-Dock, and Dock and Mooring Berth between the month of October and the month of March, and possess the ability to perform major work as listed above in the Major Work Items section. - Provide Tug Assist with ports of call when going into drydock. B. For services requiring a dock and wet berth, at the minimum, the dock and berth shall meet the following criteria: - Minimum low water level of 25 ft - 380 ft between fore and aft tie off kevels - 50 ft -0 quote mark x 16 ft -0 quote mark clear dock working area - Documented pounds per square foot load capability - 1200 amp, 480 Volts A.C., 3 phase, 60 cycle electrical service with a Ground Fault Circuit Interrupter (GFCI) and phase protection - Potable water - Fresh water for ship cooling water - Fire protection @ 400 gpm, 50 psig - Two commercial telephone lines for facsimile machines and four voice lines. Cellular phones may be substituted for additional lines as specified. C. For services requiring dry dock: - The dry-dock shall have a minimum lift capacity of 7,500 long tons. - Minimum clearance between wing walls shall be 108 ft -0 quote mark. - Minimum keel block height shall be 6 ft -0 quote mark. D. Facility requirements: - Must meet OSHA and USACE 385-1-1 requirements. 3. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS A. General Information: 1. If you possess another MSRA with a government agency- please send that agreement with supporting documentation to validate requirements. 4. Statement of Capability (SOC) o Statement of your skills, knowledge, experience and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with the repair or modernization of ship propulsion, power generation, structural, steering, electronic systems on large ships under a MSRA or similar contract vehicle. o Statement of availability of Dry-Dock and Mooring Berth. o Documentation and locations of ports of call that are available for underway repairs in any or all of the following areas: California, Oregon, Washington, Hawaii, and British Columbia Canada. 6. Teaming Arrangement (if applicable). Include the roles for each team member as well as the socio-economic status that will be considered for this proposed arrangement. 7. All contractors are required to be registered in the DOD System for Award Management (SAM) via https://www.sam.gov. B. Qualifications Documentation: 1. Submit a completed Attachment A - Qualification checklist 2. Notarized/signed letter attesting to the following: a. Your firm has not received an OSHA notice/violation in the last five (5) years that were considered a "willful" violation as defined by OSHA. b. Your Firm has no unresolved Notice of Noncompliances (NONs) for the past two (2) years. Alternatively, if a vendor received an unsolved NON within the past two (2) years, it must provide a signed, notarized statement attesting that the vendor has taken corrective action to resolve the NON and a description of the corrective action taken. 3. A Bank Reference letter stating your firm is in possession of a minimum of $5 million in capital. 4. Bonding capability-both single (minimum of $9.5 million) and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity. 5. Proof certified by a professional engineer of meeting the following minimum physical requirements: a. Overall: i. Not less than 25 feet of water depth at Mean Low Water Level; and ii. A distance of not less than 380 feet between fore and aft tie off kevels b. Dry Dock: i. Lift capacity of 7,500 long tons; ii. Clearance between wing walls of not less than 108'-0"; and iii. Keel block height of not less than 6'-0". c. Facilities: i. 50'-0" x 16'-0" clear dock working area; ii. Live load pier capacities not less than those prescribed in AASHTO Hl5-44 as certified by a Professional Engineer; iii. Not less than 1200A, 480V AC, 3-phase, 60 cycle electrical service with GFCI and phase protection; iv. A crane capable of accessing any area above the vessel and having a lift capacity of 10,000 lbs minimum over the entire area; and v. A minimum of 600 square feet of temporary office space available for use by the Government within 500 yards of the proposed berth and dry-dock facilities. 6. Point of Contact for coordinating facility site visit for USACE representative to certify compliance with OSHA and USACE 385-1-1. 7. Relevant Past Performance meeting the criteria below: a. Vendor to provide supporting documentation of currently held Master Agreement with a Federal government agency for work of a similar scope, as described below (include scope and price of work not just agreement), or have completed a project of similar size and scope, as described below, through another contract vehicle within the past five years. A project must have a total final cost of greater than $5 million to be considered similar in size. To be considered complete, a project must be at least 75 percent complete at the time the documentation is submitted to the Agency. To be considered similar in scope, a Master Agreement or project must include all of the following tasks at a minimum: i. Shipfitting (gas/arc/shear cutting, rolling, shaping, grinding and fitting steel plates and shapes); ii. Sheet metal work (forming, shaping, gas/arc/shear cutting and stamping steel sheets); iii. Welding (steel plates and shapes and piping joints and fittings); iv. Pipefitting (targeting, fitting, bending, pickling, testing, stress relieving and threading); v. Machinist/Mechanical (removing, machining, repairing, testing, cleaning, hydraulic flushing and reinstalling shafting, propellers, sea chests, foundations, winches, elevator hoists, davits, deck equipment, pumps, valves and bearings); vi. Electrical (installing and checking out ships' cabling, controllers, switchboards, equipment, motors including motor rewind and repair, lighting, communications, telephones, solenoids, pressure level indicators and metering); vii. Electronics (removing, repairing, reinstalling and operational testing of electronic equipment); viii. Rigging (availability of equipment to remove and to install major ship components and equipment); ix. Painting/coating; and x. Quality control. 4.
