The Dalles Lock and Dam Project has an existing 265 ton gantry crane that provides emergency closure capabilities in the event of a runaway turbine. It is also used for routine work that requires crane support. The replacement crane will be rated at 480 tons. Due to the life safety requirements of emergency cranes, the new crane must be commissioned and placed into service before the old crane can be removed. In addition, coordination of the new crane must occur during turbine unit outages. This project is logistically challenging because of the sequencing of the work and complex schedule. Known Constraints: 1. At no time during the project shall the powerhouse be without an operational intake gate gantry crane. 2. Demolition of the existing 265 ton gantry crane must be conducted after installation, testing, and Government acceptance of the new intake gate gantry crane and the installation and testing of new gantry rails. Demolition must occur on the West end of the dam to provide the new intake gate gantry crane full access to the operating main units. 3. The Contractor may remove the hand-rails while working on that section of the crane rail. 4. Contract type: This solicitation will use FAR Part 15.101-1 Best Value Tradeoff Process. This is a hybrid Supply with Construction Installation Contract. Acquisition will be procured as unrestricted.
