The Mobile District COE seeks a single MATOC for horizontal construction, renovation, repair, and incidental design task orders across 12 locations in Alabama, Florida, Georgia, and Mississippi. This is a best-value, two-phase design-build procurement. Phase One proposals will be evaluated to select offerors for Phase Two, with detailed design requirements added by amendment at the start of Phase Two. Only a limited number of firms will be invited to participate in the second phase. The successful contractor must design and construct complete, usable facilities as described in the RFP documents.
