The government intends to solicit and negotiate with only one source, Doble Engineering, 123 Felton St. Marlborough, MA 01752 USA under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements. Doble test equipment is required to meet NERC standard PRC-005, as well as all SAD maintenance standards regarding generation equipment testing. Equipment that is to be leased includes M4100 Insulation Analyzer, M4110 Leakage Reactance Interface, M4300 Transport Cart (used to move the M4100), and MFL Liquid Test Cell and Carrying Case.
