CESAM intends to award three (3) or more IDIQ MATOCs with a total capacity of $49M. The goal is to award a minimum of three contracts to 8(a) small businesses (SB), as a total set-aside, sharing $49M in capacity. The Government reserves the right, however, to adjust the combination noted above based on how many contractors of the requisite business size are considered to be the best value to the Government. This procurement is seeking a full range of comprehensive services to support the Builder SMSQA/QC Program. CESAM was designated in 2017 as the Program Manager for the Builder SMS Program for the Installation Management Command (IMCOM) and has subsequently executed agreements for similar services with other stakeholders to include the Army Materiel Command(AMC), Army National Guard (ARNG), Army Reserve Command (USARC), US Air Force(USAF), Veterans Administration (VA), Defense Health Agency (DHA), and other DoD and Federal stakeholders as assigned. The required services include all planning, supervision, labor, subcontracts, travel, and all other things necessary to perform quality assurance through on site analysis of facilities and analysis of data contained in the Builder SMS database in support of the Builder SMS QA/QC implementation at various Department of Defense (DoD) Army Agencies, as well as other military, civil, and Federal agencies located throughout CONUS and OCONUS. Services will be performed primarily at federal and military installations within the Continental United States, Alaska, Hawaii, Korea, Japan, the Pacific, and Europe. Some OCONUS sites will require Status of Forces Agreement (SOFA) clearances. Contractors will be required to provide services that may include, but is not limited to: QA planning and support by reviewing the assessment plans for site visits, assisting in planning and review of assessment QC plans; validating Builder compliance and assessment requirements are met; collecting independent field data to validate compliance, compare collected data to the uploaded data into the Builder database notating any discrepancies and/or omissions, perform data analytics and dashboarding, and reporting assessment discrepancies found either in the field or during review. Facility Condition Assessments will be performed under separate contract(s) and are not a part of this requirements.
