The Mobile District Corps of Engineers has a need for a contract Fabricate and deliver lock strut arm(s). The arms connect navigation lock miter gates to hydraulic operating cylinders, and the full assembly to be delivered is approximately 20 feet long. The arm(s) will be fabricated in accordance with the attached plans and specifications and delivered to the government at 2450 Joe Mallisham Parkway, Tuscaloosa, AL 35401 where the government will off-load the arm(s). The contractor will be responsible for all planning, supervision, labor, plant, equipment, materials, supplies and all other things necessary for the fabrication and delivery of the lock strut arm(s). The successful Offeror must fabricate and deliver one (1) strut arm and four (4) strut arm(s) ) as optional work, as described in the solicitation. The details will be included on the contract drawings. The government will determine whether or not to award the optional item(s) within 60 days of base contract award. The Government contemplates contract award on or about 20 March 2021 with an anticipated delivery date for the lock strut arm no latter than 1 July 2022. The Lock Strut Arms delivery of optional items will be no later than fifteen (15) months after the option is exercised. Installation of the lock strut arms will be performed under separate contract by another contractor. A firm-fixed price contract will be awarded based on FAR Part 15 “best value” procedures. This procurement is 100% set-aside for small business. The NAICS code for this procurement is 332312 with a size standard of 500 employees. A site visit/proposal conference will not be held. All questions regarding the solicitation will be facilitated utilizing the ProjNet automated database. The solicitation package will be available for download on or about January 15, 2021. The solicitation will only be issued as a direct download at the following website: https://www.betasam.gov. All offerors must be registered in Systems for Award Management (SAM) before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government’s best interest.
