Furnish all planning, supervision, labor, equipment, material, supplies, replacement parts, and all things necessary for the Operation and Maintenance (O&M) of Government-Owned Facilities and Equipment, Black-Warrior-Tombigbee and Alabama River Waterways Project, Alabama. Services are for a base year and four (4) one-year options. It is anticipated that a Hybrid Firm Fixed-Price Contract with Cost Plus Fixed-Fee (CPFF) Line Items to provide operation and maintenance of Government-Owned facilities and equipment by providing planning, supervision, administration, labor, equipment, materials, supplies, and in some instances, subcontracts to meet work requirements. In general (not all inclusive), work will entail maintenance and/or repair of: buildings and structures; electrical, mechanical, plumbing, and sewer systems; recreation areas, beaches, docks, boat ramps, lock and dams, equipment and vehicles, power plants, dredge material disposal areas, and other identified areas. Work will also consist of custodial services, grass mowing, floating debris removal, and aid to navigation. This procurement is 100% set-aside for small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $41,500,000.00 for the past three (3) years under NAICS 561210. The solicitation package will be available for download on or about November 17, 2020. The solicitation will only be issued as a direct download at the following website: https://beta.sam.gov Interested parties must be registered in beta.sam.gov before they will be allowed to download solicitation information. All questions regarding the solicitation will be facilitated utilizing the ProjNet automated database. A Pre-Proposal Conference/ Site Visit will be tentatively held the week of December 7, 2020. A definite date, time and location will be included in the solicitation. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government’s best interest. Therefore, it is the offeror’s responsibility to check the website for solicitation posting and any changes to this solicitation. Those registering are responsible for the accuracy of the information provided.
