Primary facilities include living and sleeping quarters, baths, storage, service areas, building information systems, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained system. Designed in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards. Designed to provide access for individuals with disabilities. Cyber Security Measures have been incorporated into this project. Sustainability/Energy measures are included. Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to be able to access the documents pertaining to this project. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States Government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 2: Critical path method (network analysis system) is required. Note No. 3: For this job, a small business is defined as having average annual receipts of less than $36,500,000 for the past three years. Note No. 4: It is anticipated that this solicitation will not have bid options. However, optional bid items may be added if it is determined to be in the Government's best interest. Note No. 6: A Contractor Site Visit has been tentatively scheduled for 2 April 2019 from 09:00 am to 12:00 pm. The only purpose of the site visit is to become familiar with the existing site conditions. Requests for Information (RFIs) generated from the site visit must be entered into the ProjNet Contractor RFI system for responses. Attendance at the site visit is strongly recommended. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. Contractors will be required to register with the USACE Soto Cano Field Office by close of business on 26 March 2019 and provide their given name (as it appears on their government issued identification), social security number or official government issued identification number, date of birth, the project name, name of the company that they represent, and a driver's license number if applicable. Contractors must provide a list with the names of the persons who will be attending the site visit on Company The number of attendees is limited to four from each firm. Requests should be submitted on letterhead and emailed to Cesar Sabillon at Cesar.M.Sabillon@usace.army.mil. The USACE Soto Cano Field Office telephone number is: 251-555-7001 and the points of contact for this solicitation are Cesar Sabillon or Ivan Olivieri. Request for attendance received after the date shown above will not be accepted. Contractors must meet at the entrance to the Soto Cano Base entrance at the time and date listed above. For rental cars, the rental agreement must be presented. We recommend allowing a minimum of 60 minutes to access through the front gate of the installation. NOTE: Information obtained during the site survey visit but not included in the scope of work is not contractually binding. Contractors must provide the gate guard with a photo id, the name of the event, and name of the sponsor (Ivan Olivieri) U.S. Army Corps of Engineers) and are to proceed directly to and from the event. Guests observed in areas outside the direct route to and from the event or outside of the scheduled time will be escorted off base immediately. Random base tours are not authorized. The event may be cancelled at a moment's notice due to unforeseen circumstances or an increase in Force Protection Conditions. Note No. 7: The request for information (RFI) process for bidder inquiries during the advertisement period will be through the ProjNet internet based system, and specifics will be contained in the RFP solicitation package available exclusively from FedBizOpps. Other forms of communicating RFIs to the Government will not be honored.
