Furnish Prime Electrical Power, Soto Cano Air Base, Honduras. Work consists of modification of existing electrical distribution system, and fuel systems including all associated work required to prepare the system for installation of three utility-grade electrical power generation modules and operation and maintenance of the power modules and associated equipment. The power generation modules will be furnished by the contractor. The intention is to have 3 paralleled 1.8 MW primary generators and one spare, if rebuilt generator (s) are provided or is soon to be required then a 5th Generator shall be provided to comply with specification criteria. It is anticipated that a Fixed-Price contract for a base and three option years with compensation based on power output. An option to switch to Standby Electrical Power instead of Prime will be included with separate CLINS if the base connects to the existing utility during the duration of the contract. The intention is to have 3 paralleled 1.8MW generators and one spare, all to be utilized as stand by power only. The length of the contract will be as stated above with the option terms as stated in the contract. The intent is to agree at least two months prior to transferring to local utility power when the contract would switch to standby power. Compensation shall be based on availability during the contract period and power output during outages. This procurement is unrestricted. The NAICS is 221112. Prime contractors proposing under this solicitation must be U.S. Firms, Honduran, or Joint Ventures between U.S. Firms and Honduran Firms. The solicitation package will be available for download on or about December 13, 2018. The solicitation will only be issued as a direct download at the following website: https://www.fbo.gov. All bidders must be registered in FBO before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Therefore, it is the offeror's responsibility to check the website for solicitation posting and any changes to this solicitation.
