W91278-19-L-0022 FSC: 6150 NAICS: 335313 Switchgear and Switchboard Apparatus Manufacturing FBO Special Notice - Sole Source Subject: Procurement of Retrofit Operating Mechanism HMB-4 for a TYPE HGC-3 breaker with ABB Modification material and to provide One (1) GCB ABB Field Service Engineer qualified to install, test and speed adjust the HMB-4 Operating Mechanism for a TYPE ABB HGC-3 breaker onsite a Richard B Russell Powerplant. Description: The Government intends to solicit and negotiate with only one source, ABB, Inc., 305 Gregson Dr., Cary, NC 27511-6496 under authority of FAR 6.302-1 (b)(1)(i). The ABB Legacy Operating Mechanism AMHA-4 for a TYPE ABB HGC-3 Breaker is the only source reasonably available having experience with this equipment. It is anticipated that a Fixed Price contract will be awarded. The NAICS code is 335313 and size standard is 1,250 employees There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor's responsibility to monitor the Government Point of Entry for the release of any solicitation. Interested persons may identify their interest and capability to respond to the requirement; however, this notice is NOT a request for competitive proposals. All capability statements received within fifteen (15) days after date of publication of this notice will be reviewed by the Government and considered. Responses to this Special Notice could be used by the government in making appropriate acquisition decisions other than a sole source acquisition. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Large Business, Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, and or Women Owned Small Business, etc.) shall be indicated on the first page of submission. 3. Contractor shall identify the percentage of manufacturing or services provided to the commercial marketplace and the percentage of manufacturing or services provided to government agencies. The notice publication date is 28 March 2019 and the deadline date is 12 April 2019. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
