This is a Notice of Intent to Sole Source. The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole source contract for repair support for the turbine and generator control exciter systems in the Bonneville Project, Multnomah County, Oregon. Contract will be for a one time service to repair an internal alarm issue on Main Generator Unit 1. Services to be furnished include Field Engineers to diagnose and repair an internal alarm circuit failure on the Bonneville Project’s GE exciter system. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 13.106-1(b)(1) - Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 811211 - Consumer Electronics Repair and Maintenance. The size standard as defined by the U.S. Small Business Administration is $7.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 4:00 PM Pacific Time on May 13, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
