The USACE Fort Worth District is conducting market research for a potential Progressive Design-Build (PDB) project under Other Transaction Authority (OTA), not FAR-based procurement, to construct a secure cyberspace operations facility of approximately 3,958 square meters at Joint Base San Antonio (JBSA)-Lackland, Texas, supporting the 91st Cyber Operations Squadron. The facility will include reinforced concrete and structural steel construction, a 200-ton cooling system, two 3,000 KW backup generators, and secure spaces meeting ICD 503/705 standards. The target price range for construction is $82,560,000 (strict Construction Cost Limit) to $90,912,000 (estimated Construction Budget), within a total Programmed Amount of $96,000,000. The projected award date for Phase 1 (design and preconstruction services) is on or about April 21, 2027, with a period of performance of approximately 800 calendar days following execution of the Phase 2 construction modification. A virtual Industry Day is tentatively scheduled for October 6, 2026.
