The government is conducting a sources sought/RFI for market research only, seeking industry feedback on construction approaches for a B-21 Low Observable/Radio Frequency Hangar project. The work would be performed at Dyess Air Force Base, Texas, and includes a 95,529 sq ft Low Observable Corrosion Control Hangar and Radio Frequency Facility. The government’s target price for construction is between $280,000,000 and $300,000,000, with a projected Phase 1 agreement award around July 2027 and a construction period of approximately 1,217 calendar days. The procurement may use non-FAR OTA authorities with delivery models such as Progressive Design-Build, Design-Build to Budget, or Construction Management at Risk. Feedback is sought on modular prefabrication, 3D printing, and advanced materials, with the design currently at 100% but potentially reverting to 35%.
