Wright Patman Lake Mowing Service Solicitation will be issued as a Request for Quote (RFQ) using the procedures outlined in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Products and Commercial Services, utilizing a competitive, Firm Fixed Price (FFP), Single Award Task Order Contract (SATOC). The overall services program will include, but not limited to: provide all contract work force and equipment required to perform specified Park, Project, Natural Resource, and Right-of-Way mowing services at Wright Patman Lake Project. Contractor's work and responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, inspection, and management necessary to accomplish the required specified services. Contractor shall assure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer or their Representative. This announcement is restricted to Total Small Business only. It has been determined that the assigned North American Industrial Classification System (NAICS) code application to this project is 561730, Housing - Landscaping/Groundskeeping, which has size standard of $9,500,000.00 in average annual receipts. The RFP is anticipated to be issued 1 March 2024. A Firm-Fixed price contract is anticipated to be awarded using Lowest Price Technically Acceptable (LPTA). The SATOC will be administered by the Fort Worth District, U.S Army Corps of Engineers and will have a base period of twelve (12) months plus four (4) Twelve (12) month option periods. Contractors performing on service contracts in excess of $2,500 to which no predecessor contractor’s collective bargaining agreement applies shall pay their employees at least the wages and fringe benefits found by the Department of Labor to prevail in the locality or, in the absence of a wage determination, the minimum wage set forth in the Fair Labor Standards Act. After solicitation issuance, contractors may view and/or download this solicitation and all amendments (if applicable) at the following internet address: Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil) The use of the PIEE website requires prior registration, it is also the responsibility of the Offeror's to monitor the PIEE website for any amendments to the solicitation. The Government reserves the right to use only the internet as notification of any amendments to the solicitation. Moreover, you must be registered with the System for Award management (SAM) (https://sam.gov), in order to receive a Government contract award. Your SAM record should stay in an active status and indicate your firm is eligible for "All awards."
